Salvage the runes/insignia then if the garb survives the salvage, sell the garb to the vendor or salvage for materials.

There are Charr salvage kits that drop from the Charr bosses in Pre-Searing. They're a very rare drop, and only have 5 uses. Expert & Superior Salvage kits aren't available in Pre-Searing.

Ok, in pre-searing you would offer the armor for sale unsalvaged. Many of the runes and insignias go for 100g-3k unsalvaged. Don't be afraid to ask in Ascalon District 1 for price checks.

You can also buy the Charr salvage kits. They usually go for 1K per use left.
